I might argue that this safety barrier is rather unnecessary. It’s at the North end of a bridge across the A27 between Westbourne and Emsworth. Not much traffic crosses this bridge as it’s a private unmetalled road. I cycle over the bridge quite often on my 12-13 mile round trip from Rowlands Castle, via Havant, Langstone, Emsworth and Westbourne.
